Co-development of a linked-up monitoring and reporting framework for the 2030 Agenda for Sustainable Development and the Paris Agreement: A case study of the water sector

Abstract

The Sustainable Development Goals (SDGs) are a bold commitment by 193 United Nations member states, including South Africa, to end poverty, protect the planet and ensure peace and prosperity for all humankind by 2030. The Paris Agreement, a component of the United Nations Framework Convention on Climate Change (UNFCCC), is the first-ever legally binding global climate change agreement. It sets out a global framework to avoid dangerous climate change and strengthen countries’ ability to deal with the impacts of climate change. Despite being negotiated under distinct global processes, being developed using different negotiation approaches, having different follow-up and review mechanisms, and different reporting processes, there are still many similarities between the architecture of SDGs and the Paris Agreement. These include global coverage; explicit synergies between climate change and development; the same time horizon of 2030; flexibility to use nationally determined targets; and the requirement for national level reporting.
